Virginia beach is relatively crowded.  The wave is strong for kids.

FYI - You will see these salps in your hair.  But they can be brushed out once the hair is dry.

We started the boardwalk by taking one of the public transporation.  There is a section in the back that has no window, no AC. $1 per person per ride.
